Lots of places take passport photos these days, but I figured I would check Yelp for a place nearby that wasn't a drug store, and I am glad that I did! Nice knowledgeable folks running this small business. After calling 3 different agencies, which all told me it was impossible to get a visa I needed to Russia in just 2 weeks, I called RDC. It was the last minute document problem for me and last hope. My passport was lost, my trip was under question. Not only girls from the agency helped me to fill all the documents, scheduled my hard to get appointment (7 am), consulted me along the way, and literary were holding my hand while at the federal building. It probably this place so comfortable for you. You can save a lot of time. Workers was polite, courteous and effective. I got new photo for passport just for 10 minutes and had a chance choose the best photo. There are good atmosphere. Thank you for good service.

Prior to using any notarized document outside of the United States, the document also must have an Apostille or a Embassy Authentication.

The legalization can be made either through an Apostille or Embassy legalization. An Apostille is a certificate that may be issued through the Secretary of State, State Court or other State Government institutions. If the country where the document will be used is NOT a part of Hague Convention, the legalization must be done ONLY through the Embassy of the document needs to be presented. If the document to be presented in the United States has been issued in another country, the document must have an Apostille or US Embassy Authentication. Prior to obtaining the Apostille, check the requirements with the organization to which you are planning to submit the foreig documents.

No, the Notary Public in the State of California is not required to understand the content of the document in any language. However, a Notary Public should be able to communicate with the signatore in order to provide Notary Services.

No, you must obtain a certified copy/duplicate copy of the Marriage Certificate. * We have seen Apsotille being placed on Notarized Copy Certification which is still not a proper Authentication by the State.

In case the official language is other than English, then yes, Apostille must be translated.
